Confirmed that we may remove nodeID detailed in FLIP GOV-247 above.

The node has already unstaked but has not yet been removed from the identity table as it should have.  
This [bug](https://github.com/dapperlabs/flow-go/issues/6948) has been created to investigate why the node was not removed from the identity table.  
Closing this FLIP since its no longer needed.
